Transmission System Planning Update - Consulting Services, #09-2014

• Zone 7's Board of Directors on 1/21/15 authorized the General Manager to negotiate and execute a professional services agreement with West Yost Associates, deemed the most qualified in a Request for Proposals process, for the Transmission System Planning Update in an amount not to exceed $160,000, which includes a $35,000 contingency.

PWRPA/Zone 7 - Mocho Electrical Installation, #230-14

• Zone 7's Board of Directors on 8/20/14 authorized the General Manager to negotiate and execute a contract with Blocka Construction, Inc., which had submitted the lowest responsive and responsible bid in the amount of $797,500, and to negotiate and issue change orders as needed in an amount not to exceed $79,750.

PPWTP Ferric Chloride and Caustic Improvements Project, #241-14

• Zone 7's Board of Directors on 6/18/14 authorized the General Manager to negotiate and execute a contract with Manito Construction, Inc.; the lowest responsive and responsible bidder, in the bid amount of $294,700, and to negotiate and issue change orders as needed in an amount not to exceed $29,470.

Weed Control Spraying Services, RFP #237-14

• Following a RPF process, Zone 7's Board of Directors on 7/16/14 authorized the General Manager to negotiate and execute a contract with Livermore Area Recreation and Park District in an amount not to exceed $250,000 for the first year; issue change orders as and when needed in an amount not to exceed $25,000 annually; and extend the contract for up to two additional one-year periods adjusting unit bid prices in accordance with contract documents plus change orders up to 10 percent per year based on the annual contract amount.

Operated Equipment Supply Contract for Maintenance and Emergency Work for Flood Control Facilities Project, #236-14

• Zone 7's Board of Directors on 4/16/14 authorized the General Manager to execute a contract with Fanfa, Inc., the lowest responsive and responsible bidder, for a not-to-exeed amount of $985,000, plus a 10 percent contingency, with the potential for two one-year extensions.

The District received the following three (3) bids:

After evaluating each submitted bid package, an award to Jan Pro Cleaning Systems was made for a one-year contract with options to renew for up to four (4) one-year terms.

Ford Trucks, RFQ #Z7-14-001M: The Ford Truck RFQ responsess were opened on 3/12/14; three quotes were received.  Livermore Auto Group, a SLEB-certified vendor, was selected with the lowest quote of $93,848.69, including 9% sales tax.

Potable Water Storage Tank Cleaning & Inspection Services, RFQ #01-2014: Following a competitive process, a purchase order in the amount of $17,800 was awarded to Liquivision Technology.

Mocho 4 Well Repair Project, #234-14: Zone 7's Board of Directors on 1/15/14 authorized the general manager to negotiate and execute a contract with Layne Christensen Company, the lowest responsive and responsible bidder, for a bid amount not to exceed $99,000.

PPWTP UF Clarifier Corrosion Control Upgrades Project, #233-14:  Zone 7's Board of Directors on 1/15/14 authorized the general manager to execute a contract with TPA Construction, Inc., the lowest responsive and responsible bidder, for the bid amount of $190,000.

Security Guard Services, RFP #08-2013: Zone 7's Board of Directors on 12/18/13 authorized the general manager to negotiate and execute a contract with Overton Security Service Inc. in an amount not to exceed $405,000. 

DVWTP Caustic Soda Storage Tank Relining Project, #231-14: Zone 7's Board of Directors on 10/16/13 authorized the general manager to negotiate and execute a contract with Picon FRP, Inc., the lowest responsive and responsible bidder, in an amount not to exceed $215,000.

Mailhouse Support Services: Following RFP process, Notice of Intent to Award issued 8/30/13 to K/P Corporation.

Peterbilt Full Truck, Model 388 with Reliance 15' Ellipitcal HD Rock Body: Following a bid opening on 9/10/13, a purchase order was issued to Coast Counties Peterbilt in the amount of $197,812,82.

Environmental Compliance and Planning Services: Following a Request for Proposals process, Zone 7's Board of Directors on 10/16/13 authorized the general manager to negotiate an annual professional services contract with ESA for Fiscal Year 2013-14 for a not-to-exceed amount of $215,000, with options for two annual renewals in amounts not to exceed $215,000, for a total three-year amount of up to $645,000.

DVWTP Superpulsator Rehabilitation Project, #225-13: Zone 7's Board of Directors on 7/17/13 authorized the general manager to negotiate and execute a contract with Manito Construction, Inc., as the lowest responsive and responsible bidder, for the bid amount of $4,049,180. Following an RFP process, the board also authorized the general manager to negotiate and execute a contract with the Covello Group for construction management services in the an amount not to exceed $450,000.

PWRPA/Zone 7 - PPWTP Electrical Installation Project, #221-13:  Zone 7's Board of Directors on 7/17/13 authorized the general manager to negotiate and execute a contract with Blocka Construction, Inc., the lowest responsive and responsible bidder, for the bid amount of $137,750.

DVWTP Centrifuge Facility Installation Project, #227-13: Zone 7's Board of Directors on 6/19/13 authorized the general manager to negotiate and execute a contract with Andritz Separation Inc., the lowest responsive and responsible bidder, for the bid amount of $898,705 (including sales tax). 

Arroyo Mocho Stanley Reach - Riparian Restoration and Channel Enhancement Pilot Project, #220-12: Zone 7's Board of Directors on 4/17/13 authorized the general manager to execute a contract with Applied Water Resources Corp., the lowest responsive and responsible bidder, in the amount of $1,385,394.

2012 DVWTP and PPWTP Filter Media Replacement/Replenishment Project, #224-13: Zone 7's Board of Directors on 2/20/13 authorized the general manager to execute a contract with ERS Industrial Services, Inc., which had submitted the lowest responsive and responsible bid in the amount of $435,732.58.

Rental Services, Centrifuge Equipment System, #226-13:  Following the bid opening on 12/4/12, a contract was awarded to Karl Needham Enterprises, Inc. in the amount of $488,125.00. 

Information Technology Services: Following a Request for Proposals and an assessment of responses, Zone 7's Board of Directors on 12/19/12 authorized the general manager to negotiate a professional services agreement with Lanlogic Incorporated, in the total, three-year amount not to exceed $671,788.

60-Month Municipal Lease of Full Truck, #05-2012:  The bid opening was on 9/10/12.  Two bids were received:

• Nor-Cal Kenworth - $192,981.72 (apparent low bidder)

• Coast Counties Truck & Equipment - $193,363.00

The bid is currently under evaluation.

60-Month Municipal Lease of Backhoe, #03-2012:  Following the opening of bids on 8/23/12, this lease was awarded to Case Power and Equipment for the final price of $108,187.07.

Cope Lake Slope Repair Project, #219-12: Following an Advertisement for Bids, Zone 7's Board of Directors on 7/18/12 awarded a contract to Steelhead Constructors, Inc., which had submitted the lowest responsive and responsible bid in the amount of $1,499,999.

IPM/Pest Control Services, RFP No. 02-2012: Following a Request for Proposals, a contract in the amount of $20,000 was awarded to Big Valley Termite & Pest Control for the period from 8/1/12 through 6/30/13.

Structural Engineering Support Services: Following a Request for Proposals, Zone 7's Board of Directors on 6/20/12 authorized the Agency's General Manager to negotiate and execute an annual professional services contract with Biggs Cardosa Associates, Inc., for each of the next three fiscal years in an amount not to exceed $75,000 per year, and a contract for Del Valle Water Treatment Plant and Patterson Pass Water Treatment Plant aqueous ammonia facilities structural design support in an amount not to exceed $140,000.

Publications & Website Support Services: Following a Request for Proposals, Zone 7's Board of Directors on 5/16/12 authorized the Agency's General Manager to negotiate and execute a one-year contract with Davis & Associates, Inc., in an amount not to exceed $60,000.

Community Outreach, Water Education Regional/Local Agency Coordination Support Services: Following a Request for Proposals, Zone 7's Board of Directors on 4/18/12 authorized the Agency's General Manager to negotiate and execute a three-year contract with Morrison & Associates, Inc. in an annual amount not to exceed $179,000.

Patterson Pass Water Treatment Plant Sanitary Sewer Pipeline Project, #214-11:  Zone 7's Board of Directors on 3/21/12 authorized the Agency's General Manager to negotiate and execute a contract with Mozingo Construction, Inc., which had submitted the lowest responsive and responsible bid in the amount of $494,445.

Advocacy and Legislative Consulting Support Services: Zone 7's Board of Directors on March 21, 2012 authorized the general manager to negotiate and execute a contract with the Gualco Group Inc., the only firm to respond to a Request for Proposals by the February 10 deadline. The contract, for a not-to-exceed amount of $63,000 per year, will run from April 1, 2012 through December 31, 2014.

Direct Install High-Efficiency Toilet and Urinal Program: Following evaluation of responses to a Request for Proposals, Zone 7's Board of Directors on March 21, 2012 authorized the general manager to negotiate and execute a contract with Southwest Environmental in an amount not to exceed $150,000.

Bay Area Regional Desalination Project Greenhouse Gas Analysis: Following a formal solication process, the Zone 7 Board of Directors on March 21, 2012 authorized the general manager to negotiate and execute a contract with Kennedy Jenks Consultants for the greenhouse gas analysis, in an amount not to exceed $60,000.
